Lucio Neto
Lucio Neto studied law in Mozambique and received his Bachelor in Law in 2002 at the Catholic University of Mozambique and his Degree in Law at University of Eduardo Mondlane in 2005. He became a senior advocate in 2008. He also obtained a Human Rights Certificate and has been actively involved in human rights issues.
Lucio opened a law firm in 2006 called Necpres Lda, and continued to practice therein until 2019. During this time he opened and registered many companies, participated in dispute mediations, drafted commercial leases and shareholder agreements.
He acted as a legal consultant for international companies operating in Mozambique, as well as in a variety of different areas including mining, oil and gas, energy, commercial, labour, criminal, administration, land issues, civil issues, resettlement processes and the implementation of intellectual property strategies.
He has worked as legal advisor on corporate governance developments and has represented clients in litigations at court across the country.

- Legal advisor at the Government Institute of Legal Assistance - IPAJ - 4 years
- Legal Advisor of the Minister of Mineral Resources and Energy at International department (8 months)

- Legal Advisor (Litigator) for EMOSE’s Gaza Delegation (Mozambican Insurance Company) – 3 years
- Member of the Provincial Commission of Elections in Gaza Province – 3 years
- Delegate of the Forum of Lawyers of Mozambique (OAM) in Gaza Province - 2013 - 2020
- Member of the Commission of Human rights at the Forum of Lawyers of Mozambique (OAM)

Ordem do Advogados de Mocambique (OAM)
The Mozambican Bar Association (OAM), is a collective of the right of public representation of law graduates who, in accordance with the provisions of the Statute and other legal rights, exercises an advocacy. The Bar Association is independent of the state organs, being free and autonomous in its rules and functioning. The Bar Association has its headquarters in the city of Maputo and is territorially structured in Provincial Councils and Delegations.
Lucio Neto headed up the Xai-Xai delegation from years 2013 to 2020 and was responsible for the following:.
Keep the cadre of lawyers and registered interns up to date and registered interns with professional domicile in the territorial area of the delegation; .
To take the resolutions or to carry out acts leading to the accomplishment of the aims of the Bar Association in the territorial area of the delegation, preceded by consultation of the National Council, except in cases of obvious urgency;
Provide the other bodies of the Bar Association with the collaboration requested and comply with the respective instructions in a timely manner.
